| Temp Principal Advisor (Contracts) writeAgency('Transport and Main Roads'); Transport and Main Roads (Organisation site ( )) \n Gold Coast Light Rail; Passenger Transport Services; TransLink; Southport \n\n In the role of Temporary Principal Project Advisor (Contracts) based on the Gold Coast, you will take a leading role in managing the contract and the operational delivery of light rail passenger transport services on the Gold Coast. \n \n You will assist in the development of policies and strategies supporting the Governments key priorities in passenger transport in a changing and dynamic environment. You will also have a leading role in the management of a portfolio of contracts for the delivery of public transport light rail services on the Gold Coast by managing the development and negotiation of contracts, modifying existing contracts and proactively monitoring and managing TransLink passenger transport service provider’s performance. \n \n\n \n\n Accountabilities include:\n\n \n\n • Performance and Relationship Management: Work closely with TransLink passenger transport service provider GoldlinQ, to implement and successfully deliver contractual obligations by monitoring data and reports, recommending improvements and managing performance matters, including resolving disputes and performance issues. Analyse a wide variety of contractual reports and performance related information using multiple tools and systems.\n\n \n\n • Negotiation: Engage in successful negotiations and manage multi-discipline negotiation teams in complex negotiations (at regional or cross-business unit level), consulting and engaging with legal, financial and other parties as required. Demonstrates an effective understanding of negotiation dynamics and consistently utilises successful negotiating and influencing behaviours. Can present confidently and effectively to peers, suppliers and senior stakeholders.\n\n \n\n • Risk Management: Manage and provide advice of key risks including the development and delivery of action plans to manage the risk at a contract level for large contracts. This includes complex arrangements involving facilitating appropriate input from legal, HSE, technical and commercial specialists, and implement appropriate measures to identify risks on an on-going basis. Ensures appropriate ownership of risk between TransLink and TransLink passenger transport service providers.\n\n \n\n • Contract and legal: Develop, review and endorse clear and concise contractual documentation for more complex, medium to high risk contracts, and determine and allocate required resources for the management of key contracts within the team.\n\n \n\n • Financial and accounting: Manage, review and provide a meaningful financial appraisal of a supply base/supplier and assessment of risk. Perform financial ratio analysis with an understanding of the Total Cost of Ownership and Whole Life costing techniques. Understands the cost drivers/levers which exist within a market and can make adjustments to optimise specifications and service levels while delivering outcomes. Monitors and manages compliance with Government policy over wide range of issues including signatory authority and delegation levels, financial risk analysis of suppliers before/during contract and financial conflicts of interest.\n\n \n\n • Procurement: Manage, review and prepare professional, well-structured and concise procurement documentation using appropriate language, relevant information, and providing clear instructions. Demonstrates an effective knowledge of supply base analysis, supplier evaluation and selection techniques. Manage the function in ensuring that all supply market engagement activity is of the highest quality and is undertaken using a moral and ethical code consistent with corporate values\n\n \n\n • Legislative, Probity and Ethics: Demonstrate a thorough understanding of public procurement probity, ethical processes and lead by example to ensure all codes of practice (for example, ethics, probity, health and safety) are fully understood and consistently applied across the team. Regularly review and interpret legislative requirements to ensure procurement/contract management policies and practices comply with the intent of the legislation.
